HCAOA Works with CA Department of Social Services to Improve State’s Guardian Background Check Process

10/5/2022

To better understand how Guardian is affecting home care providers’ and owners’ ability to hire and run their agencies in California, HCAOA recently surveyed its members and the responses were overwhelmingly negative. Read our findings below.
  • More than 80% agreed that Guardian hampers their ability to onboard new employees.
  • More than 50% stated that it took 14 or more days to get new employees through Guardian so that they could begin work.
  • Nearly 80% found navigating the Guardian process difficult to understand.
  • 80% strongly or somewhat believe the lengthy Guardian process has lost them potential employees.

Armed with this important data, HCAOA and our lobbyists in Sacramento are advocating for timely changes to the Guardian system.

Speak in person with DSS about your concerns at our upcoming HCAOA California Chapter meetings in early November. Jennifer Niklas, Chief of the Home Care Services Bureau, California Department of Social Services (DSS), will share a regulatory update and take questions from attendees. Attendees will also hear a state legislative and political update from Tony Gonzalez and Carl London, California Chapter Lobbyists, and a national update from HCAOA CEO Vicki Hoak.
