Thanks to aggressive advocacy by the HCAOA West Virginia Chapter, the state’s HCBS reimbursement rate has been raised from $18.92 to $25.44, a 34.5% increase! This increase makes West Virginia’s rates more competitive with surrounding state rates, such as Kentucky (soon to be $29), Ohio ($29), Maryland ($31), Pennsylvania ($23 regional average), and Virginia ($23 regional average).

Click here for a PDF of that report. Last week, the bipartisan, bicameral Assisting Caregivers Today (ACT) Caucus was re-launched by Caucus Co-Chairs Sens. Michael Bennet (D-CO) and Shelley Moore Capito (R-WV) and Reps. Jen Kiggans (R-VA) and Debbie Dingell (D-MI). The ACT Caucus will provide education about the challenges family caregivers face and advocate for policies that support them.
The HCAOA West Virginia Chapter is submitting comments on the draft Aged and Disabled Waiver (ADW) Manual and asks members to review the proposed manual and share their comments and concerns be sent to [email protected] no later than May 26, for adequate time to compile all comments.
The Aged and Disabled Waiver (ADW) Manual governs West Virginia’s Medicaid program, rates, eligibility and other details and it is currently open for comments.
As members know, HCAOA has nearly 20 active state chapters that focus on state-specific legislative and advocacy issues, conferences and education, and information sharing. In recent weeks, three additional states have expressed their interest in forming a state chapter: New York, South Dakota, and West Virginia. HCAOA is in talks with leaders in the state and is holding a series of informational webinars to discuss the home care priorities for advocacy in each state.
