Member Code of Conduct

The Home Care Association of America (HCAOA) Code of Conduct establishes a framework for best practices for its home care member organizations. The Code represents excellence in delivering high quality in-home services to clients of all ages and is promoted and supported by HCAOA’s ongoing educational programming and advocacy efforts. Its establishment reflects HCAOA’s guiding principles to serve clients in their homes, while supporting their and their families’ wishes to remain as independent as possible.

The Code of Conduct is not intended to be all inclusive, but rather provides a set of core values that are the basis for a standard of care, which is person-centered, provided by trained and qualified caregivers with deep respect and focus on individual’s well-being. The Code is dynamic and may be revised to reflect the most current developments in structuring and maintaining proper home care organization’s policies and procedures with proper and timely notification to HCAOA members. 
 
By signing the Home Care Association of America’s Code of Conduct, member agencies attest to the following:     
  • Compliance with State and Federal Regulations
    Operates and furnishes services in compliance with all applicable federal, state, and local laws and regulations related to the health and safety of clients/patients.
  • Insurance Coverage
    Maintains appropriate insurance coverage including general liability, worker’s compensation as required by law and any other coverages organizations deem necessary to cover services provided.
  • Service Agreement/Plan of Care
    Maintains a service agreement or a plan of care, when applicable, that is signed at the start of care by the client/designee and organization.  It includes the agreed upon hours of service, cost and payment arrangements, client rights and complaint procedures, organization’s responsibilities and contact information.
  • Home Care Aide Assurance
    Conducts criminal background checks, training and supervises all home care aides.
  • Emergency Plan
    Plan is in place for all types of emergencies including natural disasters, pandemic and power outages​​​
