​HCAOA Members Invited to Listening Session with CMS  Disabled & Elderly Health Programs Group

​​HCAOA members are invited to a listening session on Thursday, March 25, 2021 with the Center for Medicaid and CHIP Services’ Disabled & Elderly Health Programs Group to help inform our development of  guidance for state Medicaid agencies concerning the American Rescue Plan Act’s (ARPA) Home and Community-Based Services (HCBS) provision. 

Home and Community Based Services have been critically important to Medicaid beneficiaries impacted by COVID-19, and the ARPA, signed into law by President Biden on March 11, 2021 will support states in enhancing those services for individuals eligible for long-term services and supports. The law includes a provision to increase federal reimbursement of Medicaid HCBS by 10 percentage points from April 1, 2021 through March 31, 2022, provided states supplement, not supplant, existing state funds expended for HCBS. The bill also specifies that states must “implement, or supplement the implementation of, one or more activities to enhance, expand, or strengthen” Medicaid HCBS.

The ARPA represents the largest expansion of health coverage for the American people since the Affordable Care Act, and has a significant and immediate impact on state Medicaid and CHIP programs and beneficiaries. We look forward to hearing from you as we work toward implementation of these important provisions.
