HCAOA Holds First All-Member National Legislative Call Last Week – Recording Now Available!3/13/2024 Last week, HCAOA held the first of two National Legislative Calls for all members. These updates are a free member benefit designed to provide the latest information about home care issues HCAOA advocates for at the national level in DC and also spotlight the issues state chapters are following. A recording is available for those who may have missed this call. Be sure to sign up now for the second call on September 9. Cheryl Stanton, HCAOA Legislative Chair, provided an overview of HCAOA’s Policy Committee goals, which include the development of issue papers on four main advocacy points, including immigration, family caregivers, licensure, and CMS Medicaid Access Rule (80/20). She also noted that the committee is reviewing recommendations to start a new committee focused specifically on home care providers offering private duty shift nursing care.
HCAOA CEO Jason Lee discussed HCAOA’s meeting with the Office of Management & Budget (OMB) regarding HCAOA’s comments on the CMS 80/20 rule, which addresses the ratio of wages versus administrative costs. OMB is assessing the feedback, and HCAOA will keep you updated on any developments. In addition, several of HCAOA’s state chapters provided details about initiatives they are working on in their respective state capitals. We encourage you to watch the recording, but here’s a little peek at what one of HCAOA’s chapter representatives discussed during the call…HCAOA Connecticut Chapter Lobbyist Matthew Hallisey discussed public policy priorities of supporting industry standards, including a license, that helps improve the delivery of in-home care to clients, increase Medicaid reimbursement rate, and address the caregiver shortage. Three bills that are of importance are SB1 addressing caregiver safety, HB 5001 an act supporting Connecticut seniors and improvement of nursing and home-based care, and HB 5366 is a bill that HCAOA supports and addresses the noncompete ban from a few years ago.
