Last week, Sens. Maggie Hassan (D-NH) and JD Vance (R-OH) introduced the Continuous Skilled Nursing Quality Improvement Act of 2024 (S. 4122), a bipartisan initiative to address the needs of medically fragile children and adults who rely on continuous skilled nursing (CSN) services, also known as private duty nursing (PDN) services, to thrive at home. HCAOA supports this groundbreaking legislation. “CSN services are a lifeline for the most medically fragile patients, providing critical care that allows them to remain comfortably in their home,” said Jason Lee, HCAOA CEO. “Our Members are so grateful for Senator Vance (R-OH) and Senator Hassan’s (D-NH) bipartisan leadership on this issue. These are the issues where we can come together to improve the lives of children and families impacted by complex medical conditions and disabilities. The Continuous Skilled Nursing Quality Improvement Act of 2024 is vital to modernizing and improving this essential program, ensuring consistent national standards and better outcomes for patients and caregivers alike.”
The proposed legislation aims to modernize and enhance the PDN/CSN program by establishing consistent national standards and updating terminology to better represent the nature of these essential services. With bipartisan support and the collaboration of stakeholders, including home care providers and advocacy groups, the Continuous Skilled Nursing Quality Improvement Act of 2024 holds the promise of safeguarding the well-being of medically fragile individuals and strengthening the Medicaid benefit for future generations.
