Marking a significant victory for the HCAOA Connecticut Chapter and the home care industry, in the legislative session that ended last week, lawmakers unanimously passed a bill to reverse the policy guidance issued by the Department of Consumer Protection in January that banned use of the word “care” by home care agencies. In response to the guidance that directly harmed the industry, the Chapter and its members engaged in a strong lobbying effort to reverse it.
HCAOA is urging ALL member agencies to complete a brief survey by the end of the day this Friday, June 16 to help our association advocate on your behalf regarding CMS’ new proposed rule that would require agencies to allocate 80% of their Medicaid reimbursement to worker wages. While the survey contains Medicaid related questions, HCAOA asks that ALL agencies respond regardless of whether or not they do Medicaid-related work.
Registrations are pouring in for HCAOA’s wildly popular virtual event designed specifically for home care schedulers. The annual “Virtual Symposium: Scheduling Elevated” will be held on Tuesday, July 25 from 2:00 – 3:30 p.m. ET, and this year’s event will be the most innovative yet, with nationally-renowned speakers on deck to help schedulers and care coordinators boost productivity for their day-to-day as well as the agency as a whole.
Several weeks ago, Washington Gov. Inslee signed into law Senate Bill No. 5123, which will protect prospective employees from discrimination in hiring due to their lawful, off-duty use of marijuana. With this law, Washington will join the growing list of states offering some workplace protections to workers who engage in “off-duty” marijuana use. The new law is not a “go-ahead” for all Washington employees to engage in recreational marijuana use without employment consequences, however. Governor Inslee has emphasized the law does not protect all such use and does not prevent employers from establishing policies regarding a drug-free workplace.

The 2023 HCP Benchmarking Report was released last month week, and the biggest headline is that the median turnover rate jumped from 65% in 2021 to 77% in 2022. This comes as no surprise to most agencies, who are struggling with caregiver recruitment and retention amidst the ongoing workforce crisis.  In conjunction with the Biden administration’s declaration that the COVID-19 national public health emergency ended effective May 11, 2023, the Centers for Medicare and Medicaid Services (CMS) announced it would “soon end” its mandatory vaccination requirement and that additional guidance would be forthcoming. As anticipated, on June 5, the CMS published a final rule providing guidance to healthcare employees about unwinding provisions of its interim final rule, which mandated COVID-19 testing, education, and vaccinations.
Medicare Advantage beneficiaries living in a metro area are more likely to be enrolled in a plan offering at least one supplemental service, such as in-home care, than in rural areas across the U.S., according to new data released last week by ATI Advisory. The data was presented during the biannual meeting of the Special Supplemental Benefits for the Chronically Ill (SSBCI) Leadership Circle, which HCAOA sits on alongside representatives from the Long-Term Quality Alliance (LTQA), the Administration for Community Living (ACL) under the U.S. Department of Health and Human Services, the SCAN Foundation, and others.  |
