One of the reasons HCAOA partners with CareerPlug to support members in recruiting and hiring caregivers is because they conduct original research that analyzes hiring and retention trends. Many agencies have heard of the “Great Resignation” and experienced record levels of turnover. On February 16, the California Labor Commissioner published the mandatory posters concerning the 2022 COVID-19 supplemental paid sick leave (CPSL) law - which will take full effect on Saturday, February 19, 2022 - that an employer must display in English and Spanish. Further, and perhaps more important to employers struggling to interpret portions of the law, the Labor Commissioner also published FAQs.

Even with the increase, the median annual cost of home care, $61,776, is still significantly less expensive than the median annual cost of a nursing home, $108,405.

- Florence Nightingale (June 1867) The roots of healthcare in the United States are clearly in the care of patients at home. Perhaps the definitive book on home care nursing in this country is No Place Like Home: A History of Nursing and Home Care in the United States authored by Karin Buhler-Wilkerson in 2001. As Ms. Buhler-Wilkerson points out in her book, the care for the sick was part of domestic life in early 19th century America. Physicians and nurses delivered care in patients’ homes, most often with the help of female family members, neighbors and perhaps servants. For those who had no one to care for them, the options for care were scarce. Last week, HCAOA released “State of Home Care: Industry at a Crossroads” during a special livestream event featuring members and caregivers. This new report spotlights data and industry challenges, calls on home care industry leaders and policymakers to unite around six policy priorities that address the rapidly growing demand for care and to help Americans age in their own homes with comfort, safety and independence.
HCAOA’s national conference, scheduled for September 18-19 in Orlando, features four tracks targeting all aspects of the home care industry, including emerging providers, established providers, innovative trends, and – perhaps the biggest challenge facing home care today – workforce development. The deadline to submit presentation proposals is next Friday, March 11, so HCAOA encourages all of the big thinkers and innovators to share their expertise.
The HCAOA Illinois Chapter continues to advocate on behalf of members by broadening the regulations for Home Service Agencies. Currently, the proposed regulations are being vetted and to continue advocacy efforts, the chapter is looking for overall statistics from members to establish the value of home services and home nursing agencies.

While the issue of whether private employers can legally enforce vaccine mandates among their workforce continues to be challenged across the country, a split panel in the Fifth Circuit is the first appellate court to signal certain private employer mandates could be vulnerable. On February 17, the Fifth Circuit issued an unpublished 2-to-1 panel decision in Sambrano v. United Airlines. The opinion, which is of limited precedential value, reverses the district court’s denial of a preliminary injunction against the airline’s mandatory vaccine program.
