Connecticut’s vaccine coordinator has confirmed that homemakers, companions and personal care assistants are eligible to receive the COVID-19 vaccination in Phase 1A distribution. To begin the process, one representative from each agency should complete the state survey to enroll in the vaccine program at https://dphsubmissions.ct.gov/VAMSEnrollment. Effective December 31, 2020, the minimum wage increased for all private sector employees in the state except for those who work in New York City. The minimum wage increased from $13.00 to $14.00 per hour for employees working in Long Island and Westchester, and from $11.80 per hour to $12.50 per hour for the rest of the state except New York City, where the minimum is already $15.00 per hour. This could lead to an increase in labor costs for employers in New York. Although each state is unique, it's estimated that only 34% of caregivers are planning to get the COVID-19 vaccine - a challenge we share nationally. That’s why HCAOA has teamed up with myCNAjobs to provide member agencies with tools and resources to educate workers about the COVID vaccine, debunk common myths, and provide accurate and up-to-date information. Total national healthcare spending in 2019 grew 4.6%, which was similar to the 4.7% growth in 2018 and the average annual growth since 2016 of 4.5%, according to a study conducted by the Office of the Actuary at CMS and published recently in the journal Health Affairs. This report includes health expenditure data though 2019 and therefore does not include any of the effects of the coronavirus disease 2019 (COVID-19) pandemic on health care spending. On Monday, HCAOA convened its advocacy team of lobbyists to review each state’s COVID-19 vaccine distribution plan and how frontline home care workers are included. There are significant variations in plans from state to state, however there is one uniform takeaway: all states have identified home care workers as a priority to receive the vaccine, usually referred to as Phase 1A (1B) in state distribution plans. However, despite this priority many members are reporting that their states have not yet begun to vaccinate home care workers. There is confusion about what home care organizations should be doing right now to ensure that their workers receive the vaccine. HCAOA is hoping to help! The Washington State Department of Health released information for providers to learn which priority tier they are in and how to find a place to get vaccinated. To access the system, visit this site: findyourphasewa.com. If you are confirmed to be eligible, the confirmation page will have a link to a website that includes a list of providers that are vaccinating people outside their system/facility with contact information to schedule an appointment. The Department is continuing to work with providers to add them to this list. Ever feel like it’s nearly impossible to find the time to work on your business, instead of in your business? Last week, the New Jersey Department of Health announced a partnership with Rite Aid to provide COVID-19 vaccinations to home care and hospice staff. Rite Aid will provide end-to-end management of the process, including cold chain management, on-site vaccinations, and fulfillment of reporting requirements, to facilitate safe vaccination of these healthcare workers. HCAOA Executive Director Vicki Hoak recently submitted a letter to the editor of the Wall Street Journal in support of a recent article about home-based care, which was published this week. The article, “Nursing Homes Face Persistent Fall in Use” (12/22/20) outlined that when Medicaid rules were created in the 1960s, ‘rest homes’ were the only option for seniors and that the government must now listen to citizens who want to stay at home as they age. CMS Announces New Model for Medicaid MCOs Serving Dual Eligibles – Opportunity for Home Care!1/6/2021 The CMS Center for Medicare & Medicaid Innovation announced a new model for Medicaid Managed Care Organizations (MCOs) to better serve enrollees who are dually eligible for Medicare and Medicaid. Currently, Medicaid MCOs do not have an incentive to coordinate care in a way that reduces costs for dually eligible beneficiaries. |
