Last Wednesday, nearly 60 Arizona Chapter members from around the state met to discuss a variety of business opportunities and challenges facing home care in the state. It was an excellent event with positive feedback shared by many attendees. Many thanks to HCAOA Board member and Chapter Vice Chair Sara Wilson for sharing the photos below!  Doug Wilber, Ohio Chapter Co-Chair, and Aaron Stapleton, Ohio Chapter Chair Last Tuesday, dozens of members of the Ohio Chapter met at Wesley Glenn Retirement Community, in Columbus, for the Ohio Chapter Conference to network, learn and build their home care businesses. While officials from the State Health Department were unable to attend the meeting to update members on the progress of issuing licenses to home care agencies, they did send an update on where license applications stand today. HCAOA is working with ODH to schedule another time for officials to speak with members. Any questions regarding the update should be forwarded to [email protected] no later than May 18. Key State Leaders to Discuss Policies Affecting Home Care at Connecticut Chapter Conference5/10/2023
Hear key legislative leaders’ perspectives on public policy affecting in-home care, seniors, caregivers and more at the Connecticut Chapter Conference, on Wednesday, June 14.
Not only are there issues affecting home care organizations in New York, there are also several issues at the national level that could impact home care. These issues and many more will be presented during the first-ever New York Chapter Conference, on Tuesday, June 6, from 9:00 a.m. to 3:00 p.m., at The Century House, in Latham, NY.
On July 26, the Ohio Department of Health held a virtual stakeholder meeting to discuss the proposed regulations for the licensure of Home Health Agencies and Non-Agency Providers, which will begin on October 1, 2022. The HCAOA Ohio Chapter had previously sent recommended regulations in March.
Register now for the HCAOA Florida State Chapter Meeting on Thursday, August 11 from 11:00 a.m. to 5:00 p.m. at the Hilton Orlando Hotel. Kim Smoak, Deputy Secretary of Health Quality Assurance, AHCA, will be on hand to share regulatory updates and answer questions from providers. And Angelo Spinola, Polsinelli, will provide the latest labor law news and updates for home care agencies.
 As members know, HCAOA has nearly 20 active state chapters that focus on state-specific legislative and advocacy issues, conferences and education, and information sharing. In recent weeks, three additional states have expressed their interest in forming a state chapter: New York, South Dakota, and West Virginia. HCAOA is in talks with leaders in the state and is holding a series of informational webinars to discuss the home care priorities for advocacy in each state.
 Last week, the HCAOA Illinois Chapter’s advocacy efforts to expand the services that home services agencies are permitted to do paid off, when Joint Committee on Administrative Rules (JCAR) approved most of the changes proposed by the Chapter. JCAR is the legislative committee in Illinois whose role is to ensure that the General Assembly is adequately informed of how laws are implemented through agency rulemaking and to facilitate public understanding of rules and regulations.
The Illinois Chapter took the lead on negotiations between stakeholders and the Illinois Department of Public Health to implement needed revisions to the existing regulations. The discussions with IDPH focused on expanding the scope of non-medical services permitted to be completed by licensed home service agencies and their home service workers. On May 10, 2022, Governor John Carney signed into law the Healthy Delaware Families Act, adding Delaware to an expanding list of jurisdictions with a paid family and/or medical leave (PFML) requirement. The law creates a statewide paid family and medical leave insurance program funded through employer and employee contributions.
PFML contributions will begin to be required in 2025, and covered employees will be able to access benefits in 2026. The Delaware Department of Labor plans to issue regulations implementing the law. In the interim, the following briefly highlights who and what the law covers. Learn More
HCAOA members and VP of Government Relations Eric Reinarman met with several members of the Michigan Legislature last week in a continuing quest to get providers properly reimbursed for their care of those seriously injured in catastrophic car accidents.
Michigan members continue to make headway in educating state lawmakers about the serious impact the Auto No-Fault Insurance reform has had on providers and auto accident victims. This reform inadvertently included home care providers and has resulted in dramatic cuts of up to 45% in insurance reimbursement to providers who care for those who’ve been grievously injured in car accidents.  Join us next week on June 1 at the Crowne Plaza Edison Hotel, from 10 a.m. - 2 p.m. to learn how to handle the legalization of cannabis in New Jersey, and also hear an update on chapter advocacy efforts and a licensing update from the Department of Community Affairs.
