Upcoming TULIP Outage: Key Steps Providers Should Take Now

The Texas Health and Human Services Commission (HHSC) has announced a date change for the scheduled maintenance of the Texas Unified Licensure Information Portal (TULIP). Please review the updated timeline and action steps below, as this outage may affect your ability to submit applications, renewals, and incident reports.

TULIP Downtime Schedule
TULIP will be unavailable for system updates:

• From: Friday, Dec. 12 at 7:00 p.m.
• Until: Wednesday, Dec. 17 at 5:00 p.m. (or as soon as possible)

After the system update, all TULIP users will be required to reset their passwords.

HHSC will share any further updates or timeline changes on the TULIP website and via GovDelivery messages.

Public-facing search pages will remain active during the outage, including:

• Nurse Aide/Medication Aide/Nursing Facility Administrator Public Registry
• Employability Status Check
• Employee Misconduct Registry
• LTC Provider Search

What You Should Do Now
To avoid delays or missed deadlines, HHSC strongly recommends that providers:

• Review upcoming renewal and application due dates now
• Complete renewals, applications, and other time-sensitive actions before Dec. 12
• Plan for internal workflow adjustments during the outage

This outage is part of HHSC’s long-term plan to move TULIP to a more user-friendly platform and improve performance and reliability over time. We know many of you have experienced significant challenges with the current system, and we hear you. HCAOA Texas Chapter will continue to monitor the situation closely and, once the updates are complete, will be evaluating whether these changes meaningfully improve provider experience and workflow.
