Not Able to Make it to DC? Advocate from Where You Are! Urge Your Lawmakers to Prioritize Home Care Issues

Today, more than 100 members like you from across the country are in Washington, D.C. for HCAOA’s  2025 Advocacy Day, meeting with members of Congress to discuss the importance of home care. Whether or not you are joining us, we need your voice before and during our trip to Capitol Hill. 

One of the most effective ways to support our efforts is to contact your U.S. Representative and Senators now—before and during our in-person meetings—so they know this issue matters to their constituents back home. 
Advocacy is how we ensure that the needs of home care agencies, caregivers, and the families we serve are heard in the halls of Congress. With an aging population, a strained care workforce, and rising demand for home-based services, lawmakers must act now to strengthen and support home care. 
We are urging Congress to support the following bipartisan bills: 

• Credit for Caring Act (S.925 / H.R.2036): Offers a federal tax credit of up to $5,000 for eligible working family caregivers to offset the financial burden of caregiving. 
• Lowering Costs for Caregivers Act (H.R.138): Allows Americans to use pre-tax Health FSAs and HSAs to pay for home care services. 
• Homecare for Seniors Act: Expands HSA eligibility to include qualified home care expenses for older adults, making care more affordable and accessible. 
• Continuous Skilled Nursing Quality Improvement Act: Modernizes Medicaid’s approach to continuous skilled nursing, improving care for medically complex individuals and stabilizing the direct care workforce.
