Last week, several key committees in the U.S. House of Representatives held “markups,” during which committee members debate, amend, and vote on budget-related legislation, the budget reconciliation bill. These sessions represent an early but important step in the annual federal budget process, during which lawmakers develop and approve funding proposals for the upcoming fiscal year. It is worth noting that the House’s budget reconciliation bill does not include any of the tax policies that HCAOA members advocated for during the 2025 Home Care Advocacy Day, such as the Credit for Caring Act, the Lowering Cost for Caregivers Act, and the Home Care for Seniors Act. HCAOA continues to work with leaders on the Hill and collaborating organizations to identify additional opportunities to advance tax policy that will improve access to the critical care members provide every day.
The House’s budget reconciliation bill also contains provisions impacting Medicaid, including a proposed 10% FMAP reduction to Medicaid expansions states providing public coverage or subsidies to undocumented immigrants, proposed community engagement and work requirements, among other proposed changes. HCAOA has compiled an analysis of key elements of the budget reconciliation bill. The House’s budget proposal is not final. The budget process still needs to be finalized in the House and will continue in the Senate, and the two chambers will have to work together to reconcile the differences between their two proposals before producing a final budget.
