The Home Care Association of America – Illinois Chapter (HCAOA-IL) is seeking input from all Illinois Home Services Agencies regarding their experiences with IDPH regulatory surveys.
Your feedback will help us better understand common challenges, trends, and areas where additional guidance or advocacy may be needed. The survey is open to all Home Services agencies, not just HCAOA members. The New Jersey Department of Labor has released proposed regulations for the Domestic Workers Bill of Rights (DWBR), and the comment period is now open. We strongly urge all NJ members to review these proposed rules carefully and submit comments before the deadline.
HCAOA will submit formal comments to the Federal Trade Commission (FTC) in response to its 2025 Request for Information (RFI) on noncompete and related employment agreements.
In our comment, HCAOA will emphasize that noncompete clauses are rare in the home care industry and that most agencies sometimes rely on limited direct-hire or non-solicitation provisions. These clauses protect client continuity and help agencies recover training and recruitment costs without restricting caregiver mobility. Susan Oderwald of Newtown, Conn., HCAOA Connecticut Chapter chair of the transition plan advisory committee, and owner of Always Best Care Milford, recently received an official citation from the Connecticut General Assembly in recognition of her retirement after 12 years “of commitment and dedicated service…to compassionate in-home care and assisted living placement for seniors [that] has made a lasting impact on countless families and left a legacy on the community.” Congratulations! As you know, the federal government shut down recently because Congress did not approve a funding plan by October 1. As a result, about 750,000 federal employees classified as “non-essential” are now furloughed (i.e. put on temporary unpaid leave).
Republicans and Democrats still cannot reach agreement on what to do next. Meanwhile, Office of Management and Budget (OMB) Director Russell Vought has started dismissing thousands of federal employees. These layoffs have significantly affected the Department of Health and Human Services, particularly the Centers for Disease Control and Prevention (CDC.) However, some dismissals are being reversed because of “coding errors.” These additional firings are not required under law when a shutdown occurs. |
