Action Required: New Indiana Medicaid Requirements for ATTC and SFC Providers

Dear HCAOA-Indiana Members,
 
The Indiana Health Coverage Programs (IHCP) has issued Bulletin BT2025105, outlining new reimbursement requirements for Attendant Care (ATTC) and Structured Family Caregiving (SFC) services, effective July 1, 2025. These changes include passthrough standards and new compliance attestations.

​Key Requirements:
🔹 ATTC Services

• Providers must allocate at least 70% of the state’s reimbursement rate directly to caregivers.
• This includes wages, benefits, and employer-related expenses (EREs).

🔹 SFC Services

• Providers must allocate at least 60% of the daily to the caregiver.
• This includes the caregiver stipend, transportation, and benefits.

 
Administrative Costs:
IHCP clarified that the remaining 30–40% may cover allowable administrative costs, including:

• Caregiver training and supervision
• Payroll, mileage, and substitute coverage (SFC)
• Overhead and program operations

 
Action Required:
All ATTC and SFC providers must complete and submit a signed attestation form (page 4 of this .pdf) confirming compliance with these passthrough requirements by Thursday, July 24, 2025.
